Search Engine values your Title Tag, Header Tag and other relevant tag as a symbol of importance. Thus it is very important to make judicious use of these tags. Especially the Header Tags.
Header Tags from H1 to H6 denotes important of a text in the whole webpage. However the flow of information should start with the highest tag and move towards the lowest. Meaning Header tag H1 followed by Header tag H2, then skip to Bold text if you want to skip the other Header tags from H3 to H6, and finally to regular text.
Please note, here the size of the Header tag and your site’s CSS styling is irrelevant. More important is the tag attribute itself. So H1 tag with smaller font still have greater relevance than H2 tag with larger font.
Header tags had been put to severe abuse by many, and hence some search engines do not value them as earlier. But some point or the other, there is a differentiator between the normal text and Header text as perceived by the Search Engines.
How to avoid getting penalized for using excessive Header Tags

If you have large number of post, you can quickly glance through the number of Header tags used with respect to the amount of regular text. There is no hard and fast rule but around 200 words per Header Tag (more or less as per the site niche) should be fine.

Now if you have more amount of time, then check until what depth your site uses. For example you might use H! and H2 and then skip to bold text followed by regular text. Now the tedious task of checking the content relevance follows. (Yup that’s all SEO is all about. Keyword and Content Relevance). Your heading with the H1 tag should hold the most important keyword, followed by the H2 tag highlighting the various sections of the article. H3 tags or bold text can be used for various sub sections incase the article is long enough.
